WORKSHOP – NEW REGULATION ON CONDITIONS FOR SAFELY OPERATING UNMANNED AIRCRAFT SYSTEMS

The Civil Aviation Agency organised the workshop about Regulation on conditions for safely operating unmanned aircraft systems, for operators and pilots of unmanned aircraft on 5 December 2023 in Podgorica.

Presenters engaged, apart from the Civil Aviation Agency representatives, were:

Damir Bezik, inspector and head of the unmanned aircraft systems department of the Croatian Civil Aviation Agency

Ivan Kovacevic, unmanned aircraft systems operator in the Republic of Croatia,

Boris Markovic, operator and person that privately constructs unmanned aircraft in Montenegro and

Dragan Trifunovic, unmanned aircraft systems operator in Montenegro and the Republic of Serbia.

The workshop was participated by over 50 operators and pilots of unmanned aircraft systems, as well as representatives of the Civil Aviation Directorate of the Republic of Serbia, and Serbia and Montenegro Air Traffic Services Agency SMATSA llc.

At the workshop, objects of presentation and clarification were:

requirements stipulated by the new Regulation on conditions for safely operating unmanned aircraft systems,

operations in CTR Podgorica/Tivat,

operations of unmanned aircraft systems within aviation-modelling clubs and associations as well as experiences, expectations and challenges introduced by the new regulation from the aspect of operator and organisation/person that privately constructs unmanned aircraft systems in Montenegro,  

experiences of the Croatian Civil Aviation Agency when transferring from national rules to the European regulations, as well as challenges and problems they faced, geographic zones, special operations category, risk assessment, platform for registering and taking exams in the Republic of Croatia,

changes introduced by the European regulations when compared to national regulations, from the aspect of operators from the Republic of Croatia and experience of operators for obtaining approvals for separate category of operations in the Republic of Croatia, and

experience of operators from the Republic of Serbia and Montenegro as well as changes and challenges anticipated to come with the European regulations in the Republic of Serbia.
