Communications, Navigation, Surveillance and Information (CNSI) services in air transport

Communication, Navigation and Surveillance (CNS) services are necessary basis for providing other air transport services.

CNS infrastructure, as well as electromagnetic (radio-frequency) spectrum they need, make necessary preconditions that allow safe, secure and efficient flow of air transport. Aviation-technical infrastructure for providing CNS services is implemented and used pursuant to international standards and requirements such as relevant ICAO annexes and documents, requirements stipulated through European Commission regulations and recommendations defined by the EUROCONTROL, as well as in accordance with appropriate national laws and regulations. Improvements of CNS systems and equipment contribute to continuous compliance with applicable regulations, as well as to maintaining adequate air transport capacity and level of safety.

Section for Communications, Navigation, Surveillance and Information (CNSI) services in air transport and Aeronautical Meteorology Services (MET) conducts tasks of continuing oversight and certification related to provision of CNS and MET services, that include:

  • communication services (COM) – that are services in aviation telecommunication networks which enable ground-ground communications, air-ground communications and air-air communications for needs of air traffic control,
  • navigation services (NAV) – that are services and technical systems of air transport for communicating information on position and time distance to aircraft,
  • surveillance services (SUR) – that are services and technical systems of air transport for determining individual positions of aircraft for the purpose of safe separation, as well as
  • aeronautical meteorology services (MET).

Services of communication, navigation and surveillance of air transport are provided for entire territory of Montenegro, as well as for international waters where Montenegro is responsible for provision of these services, by Serbia and Montenegro Air Traffic Services Agency – SMATSA llc Belgrade.

Section for CNSI monitors and applies international regulations, standards and recommended practice from the area of communication, navigation and surveillance systems and devices (CNS); analyses needs and develops proposals for regulations and individual legal acts in accordance with the law, other national regulations and ratified international conventions from the area of CNS; conducts function of national surveillance and certification body in area of CNS system of air navigation service providers; conducts basic, periodical and additional checks and inspection control of air navigation services providers in area of CNS; conducts surveillance and approves changes in functional system in area of CNS; conducts analytical tasks regarding safety related occurrences; conducts regulatory and surveillance tasks related to training and licencing of aviation-technical staff; conducts analytical tasks related to obstacles affecting the operation of CNS system and devices; conducts coordination of aviation frequencies and radar codes.

Furthermore, the section conducts following tasks: cooperates with authorities of international telecommunication union and other competent authorities in this area related to electro-magnetic spectrum used in aviation communication, navigation and surveillance of air transport (radar coverage) and for allotment of frequencies for aviation needs in accordance with the law and international standards, applies ICAO Annex 10; takes measures for protection of frequencies of NAV devices and systems from jamming FL radio stations, HF and VHF protection; recommends, monitors development and improves standards for use and allocation of SSR codes for civil/military needs, conducts international coordination and cooperation regarding COM, NAV and RDR.
