The Director of the Civil Aviation Agency (CAA), Ivan Šćekić, stated at the opening of the ICAO CNSS Symposium in Kotor that aviation safety is the number one priority and it always must be, emphasizing the importance of investing in human resources and modernisation of equipment.
“Continuous investment in technical infrastructure, the application of modern technologies, and the strengthening of the skilled workforce responsible for operating these systems are of essential importance. Today’s impressive technology has limited value without the people who operate and maintain it. Behind it all are the people who make the skies safer,” Šćekić stated.
Representatives of the Agency are participating in the global forum ICAO Air Navigation World 2026 – Communications, Navigation, Surveillance and Spectrum Symposium (CNSS), which is supported by Montenegro’s civil aviation authority, the CAA.
Šćekić highlighted the importance of maintaining, regularly testing, and modernizing CNS equipment, noting that innovation in aviation must go hand in hand with quality oversight and adequately trained personnel.
He pointed out that the aviation market is highly competitive and that retaining highly qualified professionals in civil aviation is becoming increasingly challenging.
“In addition, the CAA has a clear strategic direction to strengthen its oversight mechanisms, to ensure effective supervision, to adhere to the highest international safety and security standards, and to act proactively regarding the safety risks,” the Šćekić emphasized.
He stated that the CAA strongly supports initiatives that bring the aviation community together, such as this event, organized by the International Civil Aviation Organization (ICAO) and the International Federation of Air Traffic Safety Electronics Associations (IFATSEA).
The event, taking place in Kotor from 12 to 15 October 2026, brings together representatives of civil aviation authorities, air navigation service providers, industry, international organizations, and experts in relevant fields.
