Air Navigation Safety Division (ANS)
The Air Navigation Safety Division includes 3 organisational units:
- Air Traffic Management (ATM) and Aeronautical Information Service (AIS) Section,
- Communication, navigation, surveillance and IT of air traffic (CNSI) and Aeronautical Meteorology services (MET) Section,
- Search and Rescue (SAR) and Environmental Protection (ENV) Section.
The Air Navigation Safety Division deals with the following areas:
- Air Traffic Management (ATM) which includes:
- Air Traffic Services (ATS),
- Airspace Management (ASM),
- Air Traffic Flow and Capacity Management (ATFCM),
- Communication, navigation and surveillance (CNS),
- Aeronautical meteorology (MET),
- Aeronautical information Service (AIS),
- Search and Rescue (SAR) i
- Environmental protection (ENV).
The Air Navigation Safety Division performs the activities of the National Supervisory Authority (NSA) which are related to: determining the compliance with the requirements for the provision of air navigation services, issuing or recognizing certificates to air navigation service provider, continuous oversight and inspections of the provision of services in air navigation and oversight of air traffic management and air traffic flow, aeronautical information service and aeronautical meteorology services, communication, navigation and surveillance services, as well as search and rescue services, oversight of air navigation service provider in terms of openness and transparency of costs of route and terminal services, policy of charges calculation, holding consultations with airspace users, developing a calculation plan for services provided in air navigation that is in accordance with EUROCONTROL's system of route charges and the agreement with EUROCONTROL, regarding terminal charges, as well as other issues related to determination of the costs of providing services in air navigation, communication and coordination of the work with authorized representatives of competent authorities who are in charge of performing search and rescue operations in Montenegro, as well as with international organizations in this area; proposing of procedures and ways of conducting search and rescue, cooperation and coordination of work with other entities participating in search and rescue and with international organizations from this field, proposing of a search and rescue project in Montenegro; proposing and overseeing the organization programme and work procedures, as well as procedures and ways of conducting search and rescue through the organization of centers in Montenegro; participation in proposing the provision of equipment and material, technical and financial resources for search and rescue operations; proposing methods, procedures and exercises in search and rescue, protection of the environment from the aviation impact and above all: examining the impact of noise and gas emissions and providing expert opinions on the impact of aviation on the environment in accordance with ICAO Annex 16; conducting various tests at airports and analyzing the results; proposing measures to reduce the impact of noise and gas emissions; participating in the development of procedures for reducing aircraft noise and reducing gas emissions and participating in international coordination and cooperation related to protection of the environment from the aviation impact, as well as other activities in accordance with the law.
