Regional Workshop on Aeronautical Search and Rescue

The Civil Aviation Agency of Montenegro, in cooperation with the European Commission, within Technical Assistance and Information Exchange instrument (TAIEX) organises Regional Workshop on Aeronautical Search and Rescue.

The workshop takes place in the period between 31 August and 02 September 2022 in Hotel Ramada, Podgorica.

The workshop objective is improvement of proficiency and provision of guidelines in accordance with the EU acquis, international regulations, standards and recommended practices of the ICAO and other organisations in the area of aeronautical search and rescue operations. Participants are provided with the opportunity to additionally improve their knowledge in the aspect of implementing the following significant documents and regulations from this area: ICAO Annex 12 – Search and Rescue, ICAO DOC 9731 IAMSAR Manual, ICAO EUR Doc 039 – European Search and Rescue Plan (EUR SAR Plan), and they are also provided with the opportunity to get acquainted with the latest trends and projects in the area of development of satellite systems for use in this area.

The workshop was participated by the Montenegrin representatives from Operational Communication Centre 112 and Aviation-Helicopter Unit of the Ministry of the Interior, Administration for Maritime Safety and Port Management, Armed Forces of Montenegro, Mountain Rescue Service, Border Police Department, Serbia Montenegro Air Traffic Services Agency SMATSA Llc, Airports of Montenegro, National Investigation Commission of accidents and serious incidents, Ministry of Capital Investments and the Civil Aviation Agency, as well as representatives from the Western Balkan countries, RASARAC and FRONTEX.

During the three-day workshop, numerous topics shall be presented, and the following should be extracted: the legal framework, search and rescue system (SAR) organisation and management, role of Rescue-Coordination Centre, operational SAR procedures, phases of SAR operations, civil-military coordination in SAR, Cospas-Sarsat system, MEDEVAC operations, importance of SAR training and SAR exercises, GALILEO SAR, Global Aeronautical Distress and Safety System (GADSS) etc.

The workshop lecturers, who are acknowledged experts from the aeronautical search and rescue domain, are also representatives of important European organisations:

•             Mr Giuseppe Pasquino, ITMCC Director, Cospas-Sarsat

•             Mr Alessio Arcadio, ITMCC Operations Officer, Cospas-Sarsat

This event is also the opportunity for improvement of cooperation of all stated participants, both on national and international level.
